To hand you some tips to solve your questions, first set the vanilla taming speed to the default. Ingame, craft the taming journal. Put it in your hotbar so you can place it somewhere (you cant place it from your inventory, only from the hotbar). Once placed, hold E over it and go to the settings. You need to be an administrator on your server before you can do this. From there, you can edit taming settings. If you look at a dino and enter its level, you can see an approximate of how much bait is required to tame them.
The mutton and prime meat issue is probably due to a stacking mod, those change item names which prevents baits to be created. What you need to do is change the crafting requirements of baits to include the new mutton and prime meat names. More info is here with examples for popular stacking mods:
