Just tried it out, not sure if updated, but no Arsenal here either

@Don try now, just published another tweak for a seperate issue, and tested on campaign and normal and seems to work for me now

In MP, team leader has Arsenal, but not the others in near-AO spawn

UPD: Instead, they have 2 arsenals in HQ
