People like him, people will buy his skins, and this benefits both creator and The Devs. I don't feel it is something bad, but if you do, you should think about how dumb it sounds, to ask a creator "Do other frames before you unlock ability to give us Excalibur skin!".
If someone is feeling an excal skin then they can go ahead and make it, likewise with any other popular or even unpopular frame. you don't really have the right to dictate what they should and shouldn't put their own time into.
