Ripjack and Psi Amp Missing
Getting back into XCom after a while and trying to get my modlist functional again, and I'm running into some problems. Namely, my soldiers can't seem to equip ripjacks (except skirmishers) or psi amps.

Turning off XCOM Psi Overhaul causes Psi Amps to show up again, but I haven't found any mod to disable to make Ripjacks show up.

Just ran into a similar problem, the skirmisher skill tree has Reckoning near the end of the tree. Reckoning is the perk that allows the ripjack to be equipped. Does your soldier have this perk?

Reckoning should be the first perk. If it isn't, there's an issue. Are you using the SWO that randomizes the ability order inside the spec?

I am not. I need to do some more testing but I believe it may be one of the RPGO addons causing this, just not sure which one. I can however confirm that the issue is not to deal with another class mod I have installed, Multiple Faction Soldier Classes, which I originally thought was the problem.

Wait, maybe I'm confused. I thought RPGO allowed anyone to equip ripjacks, the way it allows anyone to equip vector rifles/autopistols/claymores. Is that not the case?

My skirmishers can equip ripjacks just fine, it's my regular soldiers that can't.

No, that is not the case.

If you use RPGO "normally", the Ripjack is unlocked for normal soldiers by the Reckoning perk. If you use the (new) SWO Random Classes, it is unlocked by the Skirmisher specialization.

Oh, okay then. That makes me feel a LOT better. I think my confusion came about because I saw a line of perks from a specialization that mentioned that they work with either combat knives or ripjacks and I was confused when I then couldn't equip a ripjack.

That must be working as intended, though; the note must just be for soldiers that happen to also roll the ability to use a ripjack.

That just leaves the psi amps issue... Which seems to be tied directly to XCOM Psi Overhaul. I know that overhaul is supposed to add "invisible psi amps" to everyone, but when last I tested it, characters with psi specializations still needed a regular, visible psi amp equipped to use their abilities - basically the result seems to be that soldiers with psi specializations can't use them unless you build a psi lab and also turn them into psi soldiers.

Has anyone else had that issue?

It's working as intended for Psi Overhaul - you still need to research psionics and the soldiers need to roll "The Gift" to use psi amps. So it's not compatible with mods that add psionic specialization to RPGO.

I realized after I posted that the psi specializations I'm talking about are from a third party modder rather than core RPGO. They also haven't been updated in quite a while, so I dropped them.

I want to try Random Classes, so I dropped every third party spec except those by you and Iridar (and I suppose yours don't really count as "third party" so much, hey? :P ), and I expect my game will be a lot cleaner.
