Star children are ♥♥♥♥♥♥
So, naturally star children are designed around having a slower start, and I dont mind that. However, turning motherships into a minimum size 3k means that you're essentially stuck with only your starting ship for a really really really long time. That means your population growth speed is ♥♥♥♥♥♥, and it's even worse when you factor in the fact that ships move super slow. I did notice the special upgrade path they get for water, and the ring habitats, which suggests to me that they're intended to build tall rather than wide. Am I missing a key element here?

I agree they do grow extremely slowly. When I play them, I rush habitat upgrades above anything else. These habitat upgrades make your planets nearly impossible to attack successfully for a long time aswell, and can be used to guarantee your survival long enough to start producing more motherships.

I don't play multiplayer, so I'm not sure if this strategy would actually work vs a real player.

It should be noted that every habitat upgrade multiplies the power after the previous upgrade is applied, leading to exponential growth.

Star Children are late bloomers and more on the turtle side indeed. They grow slowly, but it's much harder to take anything from them. Also, once you get a strong economy rolling, you don't really have to care about planets or territory expansion anymore since you can build inhabited space stations anywhere. Use every tool at your disposal to get to this point ASAP, including mod-specific features such as the starport + space hook combo, upgraded staging hubs to convert resources into money, and policies.

I do agree they need some tweaking though.

Small update: I gave some love to Star Children in my current dev build and it will be included in the next release.
