Balance and improvment
I very much enjoy your mod but after playing all the houses fully through on prince for balance testing. i have quite a few suggestions. I hope that you will head all of these and have a vastly improved mod for everyone to enjoy. ( multiple posts due to character limit)

Starks. very strong start, give castle black city in north and a starting wonder in it ( the wall , defence bonus and vs wildling ) this is to balance against other house changes.

Tully. very weak to early aggresion from lanister ai it seems as they were conquered by them 8/10 times i played. Give them harrenhall as a second starting city and fully encircle riverrun in rivers for accuracy and early defence.

Greyjoy. Weakest house. you have to jump through hoops for any production and expansion kills happiness due to a lack of luxuries. Give them a starting iron harbour in the capitol and add iron and copper to the starting island also add 2 sea luxies and an extra fish to the sorrunding coast.

Lanister. Very expansionist but very brittle. Give them kings landing with a second palace facility as the red keep. remove their starting army for accuracy and early balance.

Renly. pretty good add a starting wall and an extra warrior for early balance and accuracy. give him a second starting town.

Stannis. Give him his own island and do the same balance as greyjoy's for accuracy and balance.

Highgarden. Pretty good. add some extra resources to demonstrate their richness of territory and a second starting city.

Dorne. Fine balance just give a second city and a starting spearmen rather then warrior for balance and accuracy.

Add the vail of arryn, give only one starting city ( the eryie ) but give it a good amount of starting mineral resources and a starting wonder that improves defenses majorly for balance and accuracy,( call it the bloody gate or the three way castles) should be set in behind mountains with a defensive choke.
Deanareys. Very powerful late game, very balanced.

Droggo. Very balanced but very easy to overextend and lose everything. add at least 8 horses locally for balance and accuracy.

Misc.
resources need reworking and balancing with an eye to happiness, production and late game military tech.
Raging barbarians are a huge pain atm and not accurate to the book, overall takes away from the house on house fighting.
Ruins are unballanced and should be removed as they favor the mainland houses and cut the islanders out of the spoils.
The wonders are suggested as a way to spice up the choice between houses and make it more meaningful as well as add balance and accuracy.

Note.
I forgot to mention the vale's suggested civ buff ( credits to pandaman ) Lysa Tully - Double the effectiveness of all defense buildings.

I would like to thank you again for a wonderful mod.
As an avid fan of George R.R. Martin's A Song of Ice and Fire, and the show Game of Thrones. and a very active Civ five player I cannot stress enough how much these changes would improve this mod.

The Greyjoy's definately need improving. They are known for their vast amount of ships. It's impossible to get anywhere with just a starting tireme,
-perhaps they start with optics tech to be able to build ships, have their land units cross to main land but then make the cost of land units much higher to counterbalance this tech start bias. I don't know if you can do that or not but that is one suggestion to consider improving the greyjoys
