Everything after the Admiral (Raven Shotgun) is indeed moddable. You couldn't modify Admiral because it had a unique mod attached to it, Overkill since left that idea behind. As for rarity, the prices usually drop significantly after the first week, it's not exactly pennies, but compared to some other legendaries they are quite obtainable.
With all this being said, i personally don't think this skin is legendary tier.
