Is there a version of this that only affects players, not the NPCs too?

you can install the TFA version and increase the damage from settings

TFA Version sucks, crowbar and stunstick don't work at all and you can't pick more granades than one. Oh and forgot to mention that in tfa pistol is two handed unlike here. The only advantage of tfa that there you can scope
