What does it mean when it says I need version 1,5 to play with the Mod

this mod isnt for the latest version. the current version as of replying is 1.9.3.
you need to change your game version to 1.5.3 through the library.
To do so, go to the library, right click Hearts of Iron IV there, hit manage, go to Betas (top of the new window) and change the version to 1.5.3. Let it install, and then you will be able to enable it
