Sorry for bad english.
I think I left the "basic" chance of success early in mod development - before the Espionage Posture was fully designed. Originally, it was just a basic chance of success when resolving the missions. Later on this changed a lot, but the "tooltip" on the CO menu didn't get updated to reflect these changes.
Personally, I want to keep some ambiguity in any chances shown - to reflect the uncertainty involved in all clandestine operations. But, you make a good point that professional spy services should be able to calculate different chances of outcomes based on different qualities of spies.

Concerning your suggestion about displaying more success probability information, please look at slide #27 - "Mission #1" - specifically the part that says, "Chance of Mission Success: 80%"
This does show the "basic" chance of success for the mission (which is significantly adjusted by both Espionage Postures).
Are you saying this statement should show a value more closer to reality based on this spy in this city?
If not, could you give me an example "sentence" of what this statement should look like?
I wasn't sure what you meant by "Add chance of cover missions in our city display" Is the city display the City Banner (where the name/population number is?).
I think adding more information is a good idea - just need a little more information so I can know exactly what I need to change.

-Yes. I meant that. I cant predict will my spy be successful of his operation because chance is always same (poison wells %55, Spread rumours %45 etc.)
And also, i think we should predict what could be happen if we caught after our operation .For example there could be informations about our operations like "İf our operation to be noticed by enemies, they will probably denounce us.". We are making covert op and we should be predict what could be happen, we are planning covert operations and we have to prof. after all :)

- It is very normal to you cant sure what ı meant because ı produce my sentence wrong.Sorry.
For examle, When we send spy to our city, ı thınk, our spy(depends on spy's rank) should be able to predict chance of enemy spies' covert ops. To see our spy's predict, we can go to espoinage and click to manage button of our spy in our city.
