Put 'em in a boat is what I do, the dragon riders don't seem to have a model associated with them so when they make up a significant combat proportion of your retinue you will have to click their flag, throw 'em in a boat, and then throw the bunch you want to merge with them into the boat and merge them using the boat's merge menu.
