I've run into this issue maybe a year or two back. Here is what I posted then:

You have to have HL2 and all episodes installed and at least launched once through steam.
It sounds like you've copied them into the GMOD directory - which isn't right. I don't think gmod is programed to look there for them

Also check that on the main menu of gmod the HL2 stuff is enabled

It is acctualy, you can make gmod think its a texturepack mod, so it is suposed to read it, acctualy, I can read the textures, I can spaw stuf from hl2 and the episodes, also from css and csgo

I have this issue too, i have all half life 2 and css content but still missing textures??? Why???
