The "strength ratio" is based on your fielded divisions and gets a bonus from air-forces.
So essentially, the things that have an influence:
- Have significantly more divisions than them
- Make sure you're in a faction and they are not
- If they are cooperative, that will make it less likely that they'd accept
- For the elves, they should ideally be in a war.
