Report a translation problem
I first deleted all Rimworld-associated files from my computer, only preserving my actual save file. Then I re-downloaded and reinstalled everything. Still had the bug, but....
Apparently, even though you can't see them listed as possible ingredients for Smelt Apparel bills, simple and flak helmets are still considered possible ingredients by pawns for NEW BILLS. So if you make a NEW Smelt Apparel bill and allow all possible ingredients, all those helmets will eventually get smelted. Old bills won't do it anymore.
This bug makes it very difficult to filter bill ingredients because I can't select for the ingredient I want (e.g. only smelt <50% poor helmets) but it is still doable. I also recommend downloading the workshop mod RandomThings - Smelt Designator for greater manual control over smelting items.
I suspect this is an artifact from earlier versions of Rimworld, back when simple helmets and "advanced helmets" (aka flak helmets) were not smeltable.
I recommend trying a NEW smelting bill before deleting any local files.
