[More Suggestion]
There seem to be many decisions (vanilla or else) that reduce your consumer good. But sometime you just use all slot in your contry already and those civil factory aren't doing that much benefit.
So I think there should be decision that 'increase/use' consumer good in exchange for benefit.
-Better MRE quality: Increase consumer good, increase division morale (organization?)
-Free Gas Mask(or something) for everyone: Increase consumer good, increase stablity (people are more 'confident' althought it didn't help that much, but whatever!)
-Double supply line: Increase consumer good, increase supply avaliable (or reduce supply usage if that's easier to code or whatnot). But more logistic = more complexity >> should also use the 'red phone' command point daily. (like attache)
-Self-Defend civilian (arm them): Increase consumer good, increase our partisans effect
-Military grade police force: Increase consumer good, use political point daily, only Fascist and Communist, reduce partisans effect against us
Some suggestions:
Military Parade: Trade guns for weekly War Support - An alternative to promises of peace, could even also give stability too, could require being Fascist, Communist, or maybe Non Aligned/Democratic require but certain amounts of tension to do it (maybe non aligned and Democratic don't get stability from it as they don't also use it to "keep the peace")
Decisions to "work with your enemies" would be a great way to "unify" your country while hurting yourself in the long run, like if you were Fascist and had poor war support and stability you could take Decisions to Work with the Communists, Constututionalists, and Reactionaries (non aligned), if you do so you could get a large boost to stability and war support (both because the country is unified, and to offset the oncoming debuff of a split political party) the downside of this of course is that you would get a large boost to all these political parties, which would also hurt your stability some from party popularity.
Additionally you could have "Conscript the _" Be it Communists, Fascists, or Constutionalists, give war support, some recrutiable population, and popularity of that party, probabally with a maximum limit on how popular that party can be so that it's not meant for fast flipping.
This one is (partially) a personal griavance, but if there is a way to make a decisions to reduce negative events, maybe by tying them to high war support that you have to keep on top of and spend like 25 political power or it goes back to the normal rate akin to mefo bills, I would be okay with that, give it a thought, I am pretty confident I am not the only one who is frustrated by the negative events.
Encourage Resistance - Capitulation over 0%, Pay some guns and gain some % Attack and (or?) Defense on core territory and gain weekly war support.
More propaganda in general - This is another personal griveance thing, ww2 was frought with propaganda, I don't think it's unreasonable for someone with the political power to spend to be allowed to spend it on propaganda, even on the same country, different campaigns existed on the same country.
These are just some of my ideas, I hope some of them are useful, this thread is shockingly bare compared to the country specific one.
The idea of this being of course that a country stages a false incident with the true goal of stirring up conflict and moving in with military to land that they want for strategic purposes, or because they believe it to be rightfully theirs, and they either escalate it to a full blown war, or a border war over it.
Why? I think it is a political decision and not a question for research teams to expand special forces. It is a little bit unrealistic that the Number of Special Forces Battalions depend on the size of the Army so the way with Special Forces Expansion against military factorys, Army Experience and p.p.

Both special forces limit changes should be permanent
If it can be done 1 Military Factory and 15 Army Experience per Stage. SFP I stage 1 of the Progam, SFP II second Stage.
Why factorys?
Special Forces need special Equipment to do their Duty ( Parachuts(Paratroopers), Waterproof Equipment(Radios and other stuff,Marines) and this is a way t simulate this whithout adding special Equipment as in Black ICE for Example.
Why Army Experience?
Special Forces often use different methods and equipment to develop this things Time and experienced Personal is needed. To simulate this Army Experience can be used.
Why p.p?
Some people in the military and politics do not belive that more special forces are needed sowe need to convince them.
Eventually 1-5% less Atrition could be added as bonus if the program sages are completed.
for Demo countrys where it requird you to be at war with the Axis (germany)
and you can raid Factorys or Infa or AA
Or you can just think of basic criteria yourself, which I honestly recommend.

Generic decisions
New Catagory: Media and Press
Move Decision: Insitiuete Press Censorship to the catagory
Add Decisions: Pro-Regime TV shows, Pro-Regime Press. Both will boost the support for your current ideology
Advertise a spot in the military. Which boosts recruitable population.
Advertise steel mines. Which boosts steel production.

For Netherlands
Add catagory: Realise German Dangers
Add Decisions: Ask for political support. Which boosts relations with Allies and decreases relations with Germany, it also boosts Democratic Support
Expand fort lines in Eastern Provinces. Which maxes forts in Friesland and Noord-Brabant
Join the Allies. Do i really need to explain this?

-maybe add decisions where if you have a certain political party becoming more and more popular but you won't hold the referendum the paramilitary divisions will stop joining and cause like -20 or -40 recruitable population, or like they start rioting and since they have guns and training they cause like -30 factory,dockyard,and civilian factory output.
Or maybe if you're Facist or Communists you can get a list of decisions like this.
