Judging from the description that Master Noob put, saying it's an old piece with some adjustments, I believe this was kind of made to be intentional, probably to keep within the Warframe's aesthetics as faithful as possible. It's all my assumptions and theories here.
That way, you can easily combine the helmet with other Mag skin, such as Prime and default, without too much mismatch, even with the Deluxe skin thanks to the metallics that are more prominent with this helmet compared to her default. This will probably be true on the opposite end, where you use the body of this skin with different helmets.
After all, it is my only opinion.
And miss out on a high quality body skin? Hell no.
As for changes from base mag, almost every area covered by the second tint (shown as green) are additions I made in the form of armor plates. These are easiest seen in the sketchfab page where mag prime's body is present for comparison.
Other than that, Mura is on point; the skin is primarily there to justify having metallics present to match up with all of Mag's variations.
