Does this only work on some maps?

I've managed to get this to work on the vanilla maps and Bedford Falls, but survivors aren't spawning on Drayford or the TWD Prison (from the AIZ 2 pack). Is this a known problem, or am I having some kind of mod conflict?

maybe there is no spawn points
survivors works perfectly fine for me on slocan lake bedford etc
