I could craft the master rune of balancing however it would not show up in the inventory for rune lords or rune priests on any of their slots.

@Mraughh - thanks for the information about the flame cannons. I'll restrict that rune from being used on that arty with the next update to prevent it being useless.
As for those runes not being available for those characters - I see the issue at hand, and am currently testing out the fix!
Fixed!
The only Rune I could find issue with was the Stalwart Rune in the Engineering Runes.
It just feels little overpowered, with +8 melee attack and +15 melee defense. I really think the only thing you should do with it is change it to just be +10 to both melee attack and defence.
That way it'd be powerful without ridiculously increasing the already very high melee defense of most Dwarven units.
Otherwise, I can't wait to see you do these for the Elves and Lizarmen as well.
Actually, from the mortuary cult, and only in a multiplayer campaign, we can find all the contents from the Forge even if playing as Tilea or Angrund or even Khemri.
Every faction seems to have access to every stuff from the "original" mortuary cult, here, the Runic Forge.

The mod does not function in multiplayer. This is stated in the description. We may upgrade the script eventually, but UI scripts for more than 1 player are complicated.

We will look into the bug.
I tested it. I saved the game with a single lord in front of a huge greenskins army. First I ended the turn with this mod enabled and when greenskins army killed my lord no grudge issued at the end of turn. Also at the same turn another army started a raiding in one of my regions and no grudge issued for that either.
After that, I disabled this mod and loaded the same save. Two grudges issued for the army that killed my lord and the army that raided my region.

But all forms of CD reduction seems to not work for runes (master runes; rune lord abilities), its prob a fault of the base game. The rune lords own reduction talent for his runes does nothing; the rune hero "army rune reduction talent" does not work for the rune lords runes either.
Not tested your balance rune thing on a rune lord yet.
It seems to be the issue is there has been an oversight for master runes, with rune cd reduction talents/ effects only working for the normal hero runes.
Does anyone know of a fix for that?

Just tested the Balance rune in your mod has the same problem; no effect for rune lords.
