Yea I have the same question, I haven't been able to figure out how you're supposed to get them. Also technology I guess just doesn't advance, like at all?

Only Essosi Republics and specific cultural groups get retinues, as they were the only people lore-wise to use them. We may introduce them later, against the lore, but for now they are absent and intended to be absent.

The reason why buildings give them is because everyone - essosi and westerosi - uses the same buildings.

Tech is also not in use because it needs to be reworked and adapted for the mod (and isn't hugely important for gameplay), and thus is very low priority.

you could make it house hold guards (heavy troops and quite expensive so you can't get thoushands of them :P) and for special units like the gold cloaks that would be cool
