Tutorial: Sound like a Quarian
The following is a list of all the effects and settings I used to make a Quarian sounding voice. The overall effect may not be dead on to what is in the Mass Effect games, but I think it sounds close enough.

Feel free to mess around with the numbers in the settings or the effects in general. Each voice is a little different so you may have to adjust the effects/settings to fit the voice.

I'll be skippping the final telephone equalization step in this tutorial for the sake of making it more general. However, if you are making voices for a XCOM mod, it is highly recommended that you use a telephone equalization so that it sounds more like the default soldier's over the radio voices.

Recommended audio editor: Audacity

Concept: Make three lines. The first line is your base voice. The second line is a light turian/dextro alien kind of distortion. The third line is that being in a suit kind of distortion.

(The first method is based on DiscoverME's Quarian tutorial while the second method is based on something I've been tweaking with.)

Method 1

  • Duplicate your voice line. (this will create line 2)

  • Select line 2 and pitch it up.
    Change Pitch: Percent Change: +10

  • Duplicate line 2. (this will create line 3)

  • Paulstretch line 3
Paulstretch: Stretch Factor: 1.0, Time Resolution: 0.05

  • Reduce the gain in line 3
    Gain: -14

  • Reduce the gain in line 2
    Gain: -5

  • Mix and Render

Comments and Tips (Method 1)

-Be careful with how much you up pitch. It can hurt your ears if it gets too high. Alternatively, you can reduce the audio level on the finalized voice.

Method 2

  • Down pitch your voice line
    Change Pitch: Percent Change: -7

  • Add bass to your voice line
Bass and treble: Bass: +5, Treble: +6

  • Duplicate your voice line (this will create line 2)

  • Select line 2 and pitch it down
    Change Pitch: Perecent Change: -7

  • Duplicate line 2 (this will create line 3)

  • Paulstretch line 3
Paulstretch: Stretch Factor: 1.0, Time Resolution: 0.05

  • Delay line 3
Delay: Delay type: regular, Delay level per echo: -6.3, Delay time: 0.010, Pitch change effect: pitch/tempo, Pitch change per echo: -0.210, Number of echoes: 30, Allow Duratioin to change: Yes

  • Reduce the gain in line 3
    Gain: -11

  • Reduce the gain in line 2
    Gain: -5

  • Mix and Render

  • Select the blank space at the end of voice line and delete it.

  • Normalize the voice

Comments and Tips (Method 2)

-For longer voice lines, the delay effect can cause the third line to become out of sync with the other two. Consider skipping the delay effect or cutting the voice line into smaller clips to edit.

-Because of all the down pitches, the overall effect sounds more like a robotic Turian rather than a Quarian.
