What if it was.

All buildings are built at lvl 2
It costs twice as much too build (except for mini sentrys)
Costs 400 too upgrade to lvl 3
Buildings cannot be moved
Building construction speed 50% (affected by other items)

that sucks how about this all building are built at lvl 3 taks 6 secs each to build cost all ur metal moving it will take 8 secs and while moving get hit with crit damege

+ 150% Maximum Metal Capacity. (200 metal -> 300 metal)
+ All Buildings start at 50% upgrade progress. (150 metal)
- It takes 5 extra seconds to deploy buildings.
* Sentry - 10.5s -> 15.5s
* Mini-Sentry - 4.2s -> 9.2s
* Dispenser and Teleporters - 21s -> 26s
- Buildings cannot be moved.
- 50% extra metal required to upgrade. (200 -> 300)
Per the wireless, advanced aesthetic of this model, I believe something like this would fit:
The Industry Standard
Level X PDA
Buildings can be upgraded remotely
Enemies close to buildings set off a proximity alarm on users' HUD
At the cost of 100 metal, all buildings discharge an electric surge that destroys any applied sappers and inflicts 6 seconds bleed damage to nearby enemies
(+) -23% metal cost
(+) -50% build time
(-) -33% base building health
(-) +50% slower repair rate
–––––––––––––––––––––––––––––––––––
8 second cooldown and 15 building damage between electric surges
Construction time is unaffected by wrench use
Buildings cannot be upgraded by other players
No scrap metal is dropped upon destruction

Comes with all the bells and whistles that'll make building preservation easier and more freeing, but at the cost of isolation from team assistance and a more fragile base health. Certainly a more.. parental playstyle- concerning the player's buildings- but these statistics, in reality, allow an Engineer to be more mobile and active; a vital ability in the heat of combat.

I think this could help to the battle engies to be more efective and the idea of mini teleporters with speed boost is great

what about a quantity over quantity PDA: instead of building one of each building that you can upgrade to level three, you can build 2-3 of each building.
