I followed the way discord told(integrate the ghouls and be afraid of commies), but couldn't trigger this event.

What I meant was that you send one of them a DM or ask them somewhere else.

I don't know how to do it exactly but this is what I done which propably triggered it. First once creating Granite's personality you need to make him hate the communists (give him the anti-communist trait), then you need to do the Anti-communist propaganda focus, and finally after that need to accept the ghouls into society by doing a specific focus. The event should pop-up some time later. You can choose to make Granite read "Das Kapital" or to execute the "Ghoulish librarian".
I'll just say at the end that I had quite high legitimacy (around 60%) and I still haven't found the United States (gone into focus that aims to restore the United States).
Some events may just pop-up at random, you might need to play this mod few times to actually see that event.
