In a sense though its kinda dumb and I say that is because I didnt get cloning until it hit 100 percent. I built Forts and outposts for more stack defense but I keep getting hammered from another side because some nuts decided ok Ima join caesar too.. maybe you should make robots 1 manpower so adleast I can use them to defend.

My advice: Power Armour divisions. You can make shedloads of equipment, but manpower is a very scarce resource, so make sure to give them only the best equipment, the auto-injector stimpack tech, a fullly researched land doctrine, and every ♥♥♥♥♥♥♥ buff political power or national focusses can buy.

Put the armies on the borders of the Legion, and they will keep attacking attempting to get through. They'll send tens of thousands to their deaths, while you only lose maybe a few hundred. Wait out the attack, and when they tire and cannot afford the manpower to reinforce, then is the time to strike.

Yeah, I managed to pull this off after some time. Specifically left tiny chokepoints when dividing therritory, leaving a lot more than I had to for the legion. And having a lot of 10 width helps fill the gaps in the front line.

This is where I found the main game lacking and OWB excel: not fighting in massive front lines, but doing it more focused, tactical. Holding the Dam or the Long 15 with small squads against tides of enemies, strategical paradrops to help with encirclement, etc.

If possible keep as few borders with the legion as you can. Try and funnel them through Hoover Dam. The AI is dumb and will tend to pour all it has onto the borders so exploit that. If youve defeated the NCR and presumably all the focus neighbours you shouldnt have an issue gaining air superiority and being able to paradrop behind him and pull of a huge encirclement. I tend to end up bordering at the dam so Ill pull back troops and let him spill into Vegas so I can get behind and cut him off at the Dam. Sometimes he beats the NCR to it and takes New Vegas which makes it harder to do since you need to have defeated more of the Vegas area factions (Like the Khans and the Raiders, sometimes even the Brotherhood) to pull it off efficiently but its still possible. Ideally you want your forces lined along the North and South NV borders (The Divide can be a good relief front if you can be bothered taking it). This allows you to spread out Caesars men whilst still leaving them breathing room. That means you can drop into the Dam or the space inbetween the fronts and cut their supply, then you push with your border troops and link up to the paras as soon as you can. Ive taken out his entire army more than enough times with this before. Remember, with the Enclave PA divisions and combining Paradrops with frontline pushes is your best friend.

similar situation here I know about getting the cloning thing but due to Vault city joining Caesers Legion I couldn't. I just didn't have the manpower to beat them, I could slaughter their troops no problem (their casualties going well into the millions due to encircling 40+ division early on in the war) but I would always be spread too thin to advance.

@ironclad You can try structuring your command and advisors to battle attrition

I just fortified all of the Legion bordering provinces and waited until Ceasar's manpower runs out. (Yep I'm a post-war war criminal who killed +500k people).
I only had to abandon the areas south of the Ceasars Landings and move them somewhere north (near LA) where there were only 3 provinces to put troops in.
Once Ceasars commits no manpower oof just push him, try to encircle and destroy his troops (so he will have less divisions to defend or advance) and after that just annex him.
