I also use them for garrison units as it means less manpower has to be used for them.
I feel like it depends on the paths and decisions you take. If you can spare the manpower for using larger garrison units as well as the equipment then you will probably be fine, but for me it is far better to use a different and smaller class of unit.
It's also worth the production. Infantry armor costs only 4 production. Enforcers are the best option both with mp and by production. But you do tend to snowball with mp so I do get your point.
