to keep it from happening you must put all provinces to the highest level of control, which costs a lot of manpower and resources.

You can already move factories to your capital, with my submod you can do the same once the province turns over to the lawless wasteland.
It is crude and imbalanced, but makes purists more fun because you do not have to care about lawless wasteland provinces anymore.
