I've seen a post made about this a few days ago, nevertheless I couldn't find a solution. After I complete the focus that allows to arm patriots, the button to do so doesn't appear next to the NCR flag on any of the NCR states' info pages. At first, I played with several other sub-mods to OWB, I thought that those sub-mods might've caused the issue, I then ran the game with just OWB and Enclave Reborn and the issue was still present. I'm also playing with all DLCs if that information is relevant. Thanks in advance.
