How to plant insurgents in the NCR
Dunno if I'm dumb but I got the focus tree to spark the civil war in the NCR but I have no clue on how to put the insurgents in the core territories of the NCR

Click on the province where you want to plant insurgents. There is an icon on the province popup.

You have to be at peace for it to work, the event doesn't tell you that.

Yeah that was the issue I was running into. I was already at war
