Focus Tree Puppet Options
Instead of taking everything directly why not puppet your enemies? That way you can have your boys with power armor and still have wasterlanders fight for you. Doesn't seem like the Purist would be against this either

No. It's out of character for both Reform and Purist. I could see Purists having slave battalions maybe, but not letting the mutants decide their own affairs.

The Reformists want to create a new United America. I was told puppeting creates a government with your ideology. If that's true then it follows the Reformist's goal better

What would that look like? This isn't like the NCR where they might conceivably set up a state for them to ally with in order to avoid overstretch. The Reformers want to recreate the USA. It's pretty clear that the three puppets they create in-game are temporary dispensations.

What focuses would you put in a puppet focus tree that would make sense?

What 3 puppets are you talking about? Are you saying that puppets have their own focus trees? I guess they can keep their original but some choices are locked unless independent, such as foregin matters while some choises are unlocked with a different ideology. Focus threes are interesting. They do a lot of things there already exist mechanics for but they relay neat nerratives and enables certain things unique to the nation. Yet they can be inflexible. You are penalized for doing certain things differently because you lose too much of the advantages they unlock

Reformist wants to recreate the USA but I understand it to be in a more peaceful way. Why not give the player a bit more room for how.

The American Brotherhood forms if you peacefully integrate the Western Brotherhood.

There's an event that lets you either puppet the Shi as San Francisco or go to war with them.

And you can puppet New Vegas as... I think it's Vegas City, by putting House in charge of the Chamber of Commerce and making Vegas a free city. Then if you've gone integrationalist then Gannon wins an election and integrates the puppet for free.

This issue is that they can already peacefully integrate everyone with the slightest interest in integrating, by paying political power. If they're getting a unique focus tree then they're doing something different in their culture. What, and why?

Good examples. It does make sense when you think about how decentralized a lot of the tribals are but there are examples like The Pale Folk and Vault City. Vault City have members of government with more democratic views. If you can boost support for the NCR why not elsewhere? I think it would be cool of the Enclave could send out radio drones into the wastes that broadcast Enclave views. Propaganda of you wish. Just like in Fallout 3. The idea of a United States would spread and your legitimacy would have a huge impact on this. If the mod allowed immigration then a lot of people would move in hope of a better life, effectively recreating how the US came to be a superpower in the first place

You can broadcast propaganda, both as Reform and Purist. There are focuses for it. Then the Gannon Doctrine lets you pay PP to integrate tribal states.

Huh. I need to check that again. How did I miss that. I only remember seeing that for the NCR
