I've reached the point where I feel comfortable engaging the NCR, but I'm not able to pick the option of getting NCR rebels to join my side and declare war. The option to activated Old World Uprising is there, but the pre-req "patriots ready to rise up in any state" has an X next to it, even after I completed Organize the Sympathizer. Am I doing something wrong, is it a bug? For context, I've only got the base game and no DLC, and I've finished this specific focus tree branch all the way to the Californian Civil War. I haven't completed the Bishop/Lucia incident, not sure if either is necessary to have Old World Uprising unlocked.
