Can't Train Troops

I'm not able to train any troops. I've got the manpower, and I've got all of the equipment required, but the training stays at 0%. Have I hit a bug, or is there some debuff I'm just not seeing for the enclave that prevents it from training more troops without events?

nah it was a bug of some sort. IIRC i reloaded a save, or restarted the game, and they began training as per normal. It was most likely one of the supplementary mods that I was running which triggered the issue.
