Equestria at War would like to have a word with you. That mod has more explicit genociding in it with most standard nations than the actual WW2 did. And it's still on the workshop. Hell there's even a faction that has the entire gimmick of being a zerg-rush of undead that genocide everything in their path and then raise the corpses as more soldiers. And some factions have to go out of their way with semi-hidden focus and decision paths to AVOID genociding those that they conquer. So if that was a policy that paradox wanted to enforce ... well they aren't doing it.
And no, in case you never played that, I am not joking. The "friendship is magic" pony mod has explicit war crimes in it on a magnitude the vanilla game doesn't even dream of.
