How do I get rid of the utah plague?
I've beat the ♥♥♥♥♥♥♥ legion and all, had to annex them with cheats after spending a day trying to defeat them, and the plague is still there, makes me just want to give up since there's no reason to keep playing. The purists have a better america than this, atleast they have a future. I would have thought the reformed path would be easier but to be honest, this is insanely hard compared to the purists.

Yep, the reformer path is clearly unbalanced and harder than the purist, however the "greater good" requires a sacrifice I suppose.
About that Utah Plague in your current gameplay- There is no solution.
Before war with Ceasar you need to do the vaccination focus so your population will be safe from it. This focus will prevent the "Utah Plague" idea to appear once you go to war with Ceasar.
