Making textures from pictures on your computer
is it possible to make textures out of pictures you have on your computer or that you download off of the internet?

Yes. You have to convert them to VTF/VMF and put the files in the addons folder.
The structure is like:

"...\GarrysMod\garrysmod\addons\mystuff\materials\binwaffle\cat_picture1.vtf"
"...\GarrysMod\garrysmod\addons\mystuff\materials\binwaffle\cat_picture1.vmf"

Then reopen the game (or go to the main menu, open the console and use the reload_legacy_addons command), start a map and use the server browser to find and select your image.
