HN Leaders won't spawn at military bases.
I killed every HN leader except the two that should be at holynation bases, the world state chekcers confirm they are both alive. On the world map, the bases are labled as being owned by the holy nation, but if I go there, it's just rubble and ruined buildings with no NPC's. An import did not fix this. I decided to go and find the NPC spawner, but I can't. I spent hours swimming around because lal I've heard is "northwest island" but no one ever says exactly where they are. Where is the NPC spawner?

On a side note, the NPC at the hub for rebuilding it mysteriously vanished after I killed all of the bandits. More buildings in the hub fixed themselves, but now the guy who I talk to about rebuilding it is just gone.

There is a map to the spawner that can be bought at waystations. Will point to an "unusual camp" off the coast of the Iron Trail, to the southwest of it.

I've also fixed the issue affecting the Holy Military Bases. Could have sworn I fixed it before as well, but it's possible it got rolled back when I was doing something else and I didn't realize.

You'll likely need an import to apply the fix if it has already triggered that world state though.

Quick bump for this too! I had the same issue having installed the mod then imported for a fresh NPC group just today. My two holy nation outposts were destroyed with no sign of the inquisitors and my Hub HQ guy has decided to go on holiday. Is it imperative to talk to him after killing all 9 leaders before the mystery raids start happening? Checker confirms all HN leaders as not OK,

I should probably clarify I had to use the debug spawner to bring the two remaining inquisitors to kill them
