Hi,

i'm running into some problems with changing the United Cities Word State.

I've killed every Noble in every City, as well as the of the Slavers. I also imprisoned Tengu.
And while some Cities change hands, most just stay part of the United Cities. They spawn a new "generic" Noble there.

I can kill those Nobles and "update" the City (leave the Area and go back) and it just spawn in a new generic Noble.

What am i missing here?
