You mentioned the holy nation couldn't conquer as far as heng or heft in the united cities because of a lack of manpower but what if they could just put an inquisitor on the throne and make a new sub-faction loyal to and allied to the holy nation, lead by an inquisitor or something, this could apply to any nation not just the holy nation that was just my example
