Try installing the addon "rp_nc_city8_v3" It should give you all the files required for the map.

So uhhh... I installed the source map and opened up rp_c8_v3_REDUX and my game crashed. I open back up G-Mod and was able to open rp_c8_v3_REDUX, but all the texture issues were back. I opened up the source and all the textures on rp_nc_city8_v3 were broken to!

Strange. See if you can verify game integrity to fix gmod. If it doesn't work, I'll see if I can do anything on my end.

Previously unreported bug, but the secondary bulkhead in the outlands (APC road) opens in the wrong direction and causes it to appear entirely displaced.

One more thing. The announcement panels are gone from the debate hall. I checked v3b, they're there. In v4 it's gone.

Edit: Ration distribution still appears in the RDC (Ration Distribution Center) and the Warehouse 3 announcement also still works. Others, such as the standalone judgement waiver, or housing allocation procedure are gone and can't be found anywhere in the map. (Unless I'm blind, but I searched all over the place.)

Update:

Looking at the files, the actual sound files are gone, which means it was removed somehow.

Edit: Talked to the dev of the map, it appears he based it off v3b's content, which still had it.

Connecting the city with the outlands wasn't probably the best idea as you can see the skybox objects cliping trough the tunnel as you go through it, maybe make it a curve instead of a straight line?
