Well, he was never designed with toes. Because at the time of 1927, most designs were the "rubberhose design", an artsyle that had a very rubbery and bouncy feel to it and mostly aimed for simplicity to save cash.

Ub Iwerks (Co-Creator/Animator of Mickey and Oswald), and most other artists at that time didn't
really strive for realism back in those "Magic Moving Comic" days. Which is why you see experimental things like bouncing trees, singing flowers and Mickey Mouse with only a simple three fingered hand with a thumb.

And the reason why Mick' doesn't have five fingers is because it would have been twice as expensive if they were to give them to the him! Although, there were some realistic cartoons at that time, It's just that they were very very rare.
