States will not transfer, or do anything.
I'm trying to transfer some states to Germany, i'm currently using the millenium dawn mod, i can open and close the menus, but when I click transfer or core it doesn't do anything. Also, do you have to transfer a state to or from a country?

Nevermind, turns out I missed a step. Make sure you click on a province that belongs to the country you want to transfer to.

1. Select State
2. Mark State
3. Select one of your/other states
4. Transfer
