Here's a list of suggestions that I'd like to see implemented.
Suggestion #-1) Add raider generals with custom traits.
General - Level 2 - Greasy Johny - Urban Assault Specialist
Field Marshall - Level 3 - Yvette - Urban Assault Specialist, Infantry Leader
General - Level 1 - Roller - Trickster
Suggestion #-2) Add real ideology focuses, i,e the intellectuals faction is made of ex-BOS and the sadists are the fiends taking over.
The elites would be the Fiends annexing the Mojave Raiders, this focus would give you added arms workshops, increased division attack (Due to chem abuse) faster wargoal justification time, but would give you lower defense, construction speed, stability and war support.
It would be a ex-Mojave chapter paladin turned raider. Some generic name like Paladin Marcus. It would be a generic picture of a PA BOS soldier. This focus would let you become a civilized nation, allow you to annex the Mojave Chapter, New Vegas, and The Great Khans. This focus would allow you to become a real nation with farming and housing, would give you civilian and military factories and give you division speed, attack, and defense bonuses, it would also allow you to put PA on all your soldiers. But you would have increased equipment production cost and increased division training time.
One that causes an event to fire giving the player a choice of what to do about the town. With options being something along the lines of 'ghoul raiders sound badass' which spawns a unit of ghoul troops (and gives you the template for ghoul infantry) versus 'clear that place out, we need that airport!' which adds the airpoint in the state like normal.
Army Focus Branch
There should be 2 branches for the military focus part. One where you would be able to choose to have drugged raiders and another where you form a professional fighting force.
Gang Rivalry Focuses
There should be an entire focus branch for all the raider gangs. There would be 4 focus lines with each one having two choices. Destroy and integrate the gang or peacefully annex the gang. The raider gangs would be the Powder Gangers, The Jackals, The Vipers and The Scorpions. Eventually once you destroyed or annexed all the gangs it would remove the national spirit,"Gang Rivalry" also. The national spirit should be a lot worse. We're talking U.S Great Depression spirit bad. This spirit should be buffed to have the following effects.
Once you've destroyed or annexed all the gangs, you should gain a national spirit,"Gang Unity" which grants the following effects.
Just a suggestion, I'd like to have these implemented to add a bit more of a challenge.
-The ability to create own faction designed for the raiders of Nevada and Utah
-The ability to join brotherhood faction and go through a long process to annex and/or puppet the Mojave Chapter
-The ability to become advanced if the player has annexed New Vegas and has puppeted or annexed Mojave Chapter
-The ability to bypass the Fiend focuses if New Vegas annexes fiends
-Change the code so that you can bypass the "annex ____" focus if you have them under your control but haven't yet entered the peace conference.
-Focuses to add more factories (it is very hard to get 50 factories in order to annex New Vegas)
-Buffs to focus tree to help improve offensive wars (the Mojave Raiders have very strong neighbors, making their early and mid game a nightmare for even the most seasoned veterans)
-Any form of reasonable buff to Mojave since they are semi weak in the beginning
-Buffed Generals (compare them to generals from almost any other major nation, even ones like the White Legs, and you'll see these generals lack any real strength to help push the early game)
-Custom Leaders and Generals like Garl Death-Hand or the Sole Survivor.

What is my general experience - -all that focuses for expansion should be probably reworked.
First put away those limits on them as those brings nothing positive - I have bypassed all of them long before not-reasonable achiavable conditions like number of factories.Actually I had to if I wanted to do anything prior NCRxLegion conflict and/or before others (namely Legion) would capture it all...
Second if there is annex goal from focus - it could be nice to add something in the tree for reward - cores, loot, resource production... as in native and other similar submods.
I made the playthrough to attack Dam busters as very first thing and made them Puppet. Normally I would go for Ashton and Hopeville too instead waiting for some long delayed focuses, but this time it was enough adn together with them and Fiends we took out Brotherhood (need some time for preparation ofc) - and thats it - I dont know what is intention in current tree - if it is first puppet the brotherhood prior any other expansion than it dont work - they are much harder nutt than other targets around.
If the intention is join Legion asap and let them win all local wars for you - than ye, this works, but it is not very enjoyable. This way Mojave raiders just play their small role (likely insignificant one or two armies you use as support for Legion progress) - I ended up with this route eventually. bad is, once Joined Legion, Dam is matter of NCR and Legion focuses so Raiders have nothing from getting it before.
I could probably play (and really enjoy) the way never join legion and stay as neutral (=in war with both eventually) take the Dam for myself. I could do that as I already did for other Mojave factions before in different palythroughts - but maybe could be nice to have this somehow bit more supported in focuses though - pushing toward Legion member is too obvious.
