When presented with question of monarchy go for more power to the king. Deny militatry rank of General Inspector. Wait for the coup. Stay in power.
Not 100% sure on minority issues. But I think you can go either way if you just intend for military to get into power.
Edit:
Your choices on minorities and free speech issues doesn't seem to matter much. With one exception, if you go socialist on minorities and grant free speech to all you have to veto 3 military/economic reforms to be able to give more power to the king. With any other combination you can veto just two.
