Both its percent chance to spawn and the maximum desired number to allow for it out of the total biome population is 0.01.
Meaning it has a 1% chance to spawn and is allowed to make up 1% of the total amount of creatures in its biome at maximum.
Due to the fact there's just so much in the Gen2 ocean biome, though (mostly due to the metric ass-ton of coels everywhere), even low rarity things start being spammed everywhere.
For instance, the Harbinger in my atlas mod has spawn rates of 0.002 (0.2%) and there's still at least 10-15 on the map at any given time.
Don't worry i fixed it, ark was just being weird with the ini file perms. I had to use the server ini access instead of the file itself. The change stuck when i did that.
