i'll check the shrine recipe
i was thinking on make the fibers part of the shepherd route as i readed taht romans were using sheep and goats to make clothing and in fewer cases flax (probably i got it wrong) so i'm leaving that as gathering rather than farming
as a fix i could add an event to unlock silkweed seeds (optional)
if you have the debug tools then try to trigger the event again (delay_before_shrine_choice) and see if that unlocks them
if not then with the same debug tools check if the following items can be found:
jupiter_shrine (religious)
trading_post (trade)
silk_road (military) this one wont give anything yet
just place the one you want (as to not restart again)
it should be fixed in the recent update.
try to use a previous to "shrine upgrade" save (before the "complete" button in the quest should work)

just upgraded and have no problem...
tried restarting the game (if by some reasont it didn't took the update)?
or abandoning the quest then retaking it?
i never had that issue... hmm, are you sure they are lv 4 and not lv 3?
could you share a pic of the legionaries and their lv? also try making stockpiles for armor and make the vanilla armors. they should be able to use those too
