I've noticed that Amissa City will not allow you to build in it at all. There's both a structure prevention volume, which isn't entirely unreasonable, but also as the floors don't count as "ground" you cannot put down sleeping bags or campfires or anything.

This makes it somewhat irritating as a starting spawn point, since you have to find your way out of the city entirely in order to even cook meat or anything similar. It also is a bit of a shame, as the city is quite a lovely piece of architecture overall, and being able to settle down in it -- to build a workshop in one building, let people take over other ones as their homes, etc. -- would be a wonderful central starting base for private PvE servers.

Has anyone found a way around this restriction? Enabling all the "override exclusion zone" type options still seem to leave Amissa City a forbidden zone overall.
