Help with Circass

Hey all, I was wondering if there was a fix with this problem I have found. Everytime I equip the circass, npc's are unable to sit and/or cower in fear. It really becomes a annoyance for when story npc's start to do it.
Any fix or resolvement is greatly appreciated, thank you.
