This is why a skin that isn't even remotely close to Warframe's universe will never be accepted. If you dig even deeper in official forum thread, you'll understand that it's the rule number 1 "Make something that FITS the Warframe universe".
Even Octavia Diva got accepted and does it have todo something with the one of the factions? No it doesn`t.
And it WILL be acceptet if its good looking and loved by the community and not because it doesnt fit into the lore of the Game.
DE cares about the community and listens to it so if this skin get a good amount of attention, it will be added.
Octavia Diva got accepted because it FITS the Warframe universe & it has a good quality. Check out the skin itself, it's not much far from the base one and you can clearly recognize a Tenno design. You may say that the Helmet doesn't fit the Warframe universe, but no, it fits, because there was already a similar helmet before. The base Wukong helmet possesses the same kind of long energy thingy.

It has nearly the same stats has the Octavia Diva skin, which show that it's also quite popular. But it's been sitting here since 2015, probably the launch of Tennogen. So tell me why, why isn't it accepted ? It's both good looking and popular, as you said were the requirements to be accepted, yet it's not accepted ?
Well have you seen the activity on that account? It's been inactive since a little over one month after that helmet was posted on the workshop. Maybe DE did try to reach out to them, but they never responded.
