It works like HE with 25 damage for me.
Artillery shells is fine, but not mortar.

Havent had that issue.
Just a note, WP do Fire damage over time, make sure you are not using any mods that change explosions or fire.

When I shoot phosphorus from a howitzer, everything is fine. When I shoot phosphorus with a mortar, it just does 20 damage and doesn't even ignite.

I found the reason for the error. The point where the phosphorus cloud sets you on fire is high in the air, not in the cloud itself.

This issue is happening to me, too. I disabled all my addons, and it still only causes fire above the cloud. It's a problem with this addon.
