Are non-related wars and federations also blocked?

I already use https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=813160950 but it also blocks messages like wars and federations forming. Does this mod do this too?

I'd have to check to confirm, but iirc I don't block war decs or peace treaties or federations forming.
