7.1 No Ransom Brokers for me
I am on 7.1 and there are no ransom brokers in the game, all the travelers say they have not seen any.

Same here, I thought I was just getting unlucky but I have not seen 1 in about 10 hours play, with about 6 different characters; IE Alot of taverns visited
I am wondering if they are lore friendly where slavery is forbidden in Westeros?

Ransom brokers are not slavers, they are just middle men for their families to buy them back.

Why are they only in the Free Cities and in Hull, I do not want to travel to these places every time I have prisoners, especially with the new sailing system.

Like I said, most likely to be lore friendly, as slavery is outlawed in Westeros.

For all we know the mod maker may change/fix it anyway, but for now you may aswell accept that you can't just sell people away anywhere you want to in Westeros.

What happens to the person if the family does not buy them back? They go free? They may not be slavers but people are property - so slaves.

I think it is honestly fantastic. The only issue I have with the way slavery works right now is that you can be attacked by the Nights Watch deserters and then capture them but not take them back to the knights watch. That would be cool. No doubt they would be executed though, or you can choose to make them your soldiers.

It's Nights Watch not Knights Watch. There is only the one in Hull in Westeros.
