Ransom brokers are not slavers, they are just middle men for their families to buy them back.
Why are they only in the Free Cities and in Hull, I do not want to travel to these places every time I have prisoners, especially with the new sailing system.

What happens to the person if the family does not buy them back? They go free? They may not be slavers but people are property - so slaves.
