v7.1 Rook's Rest Prison cannot be reached due to the lowered keep gate portcullis

The Rook's Rest Prison Guard is on the wrong side of the lowered keep gate portcullis: and the prison is presumably beyond it and therefore cannot be reached.

In addition, the loaded scene looks like it may be the 'siege wall' rather than the 'exterior' scene.
